In other words it is expected that employees will be greatly influenced by their supervisor and the management organization. Therefore we conducted a questionnaire survey on human resource development targeting 1200 managers of employment support agencies. Ultimately 456 managers were analyzed. As a result differences were found in the content of training courses taken at employment and livelihood support centers for persons with disabilities and at offices that provide training and other benefits. One reason for this was that the content of work differs between these two types of centers. In addition significant differences were found in human resource development issues at employment and living support centers for persons with disabilities suggesting that the size of the organization may be a factor. The level of work engagement of managers was related to the type of organization the intention of incumbents to continue working and issues related to the organization and personnel in employment support suggesting that the degree of commitment to the organization had an impact. It was also considered possible that managers' level of work engagement was affected by the fact that they felt that there were no particular challenges in human resource development at the present time.
