| 内容記述 | 小学校第4 学年の社会科の学習内容として位置付けられている「地域の発展に尽くした先人」の学習内容は，地域ごとの発展史を捉えることが目指されている．こうした中，北海道では空知管内や小樽，室蘭を含めた「炭鉄港」が，文化庁が所管する「日本遺産」として2019 年に認定された．このことにより，「炭鉄港」の構成文化財をもとにした教育的な価値が注目されている．しかし，その内容の扱いについて，観光資源化を目的としてストーリー化された内容を，社会科教育の地域発展史として、あるいは総合的な学習の時間として学ぶことに対しては議論がある．これを受けて筆者は炭鉱遺構のみならず，炭鉱労働者の生活や労働そのものから学習するための教材開発と授業方法を提案する．本稿ではそのうちカリキュラム構成について提示し検討を試みた．この研究を通して，石炭産業の歴史を地域固有の社会事象と結びつけ，子どもたちの生活と関連を持たせながら学習を展開していくことで，地域発展史に対する理解だけではなく，現在の地域の状況を比べることを通して，社会参加意識につながる可能性が示唆された． | |||||||

| 内容記述 | The content of the fourth-grade elementary school social studies course, “Predecessors who have contributed to regional development,” aims to capture the history of development in each region. In this context,the “Tantetsukou” of Hokkaido, including Sorachi, Otaru, and Muroran, were recognized in 2019 as a “Japanese Heritage” under the jurisdiction of the Agency for Cultural Affairs. This has drawn attention to the educational value of the “Tantetsukou” based on the cultural assets that comprise them. However, there is controversy over the treatment of the content of the story, which was created for the purpose of making it a tourism resource, as a history of regional development in social studies education or as part of integrated learning time. In response to this, the author proposes the development of teaching materials and teaching methods for learning not only from the remains of coal mines, but also from the lives and labor of coal miners themselves. In this paper, the author presents and discusses the curriculum structure. Through this study, it was suggested that by linking the history of the coal industry with social events specific to the region and developing learning while relating it to children's lives, it is possible to not only gain an understanding of the history of regional development, but also to develop a sense of social participation by comparing the current situation. | |||||||
