| 内容記述 | 社会教育として行われてきた家庭教育にかかわる学習実践と旧統一教会の関連が取り沙汰され再注目されている家庭教育支援条例が混同されるという問題が起こっている．本稿では，まず根拠となる法律や条例の比較を試みる．それぞれの理念，成り立ち，背景を辿りつつ，なぜ目指す方向が異なるにも関わらず混同が生じるのか検討する．次に北海道旭川市を事例に家庭教育支援条例制定をめぐる推進派と慎重派の取り組みを概観し，その上で推進派が条例制定に向け開催した講座・講演会の趣旨を説明する文章を確認する．さらに社会教育として教育行政が行ってきた家庭教育講座・講演会の趣旨と比較し，混同が生じやすい現状を示していく．以上を検討した結果，①同じ「家庭教育」という言葉を用いている社会教育法と家庭教育支援条例は，理念上は条件整備に限定している前者と保護者の内面に踏み込む後者では正反対といえる内容だが，読み手の側にそれらを見抜くための力量が求められる状況があった．さらに，②社会教育として行われている家庭教育の講座・講演会と家庭教育支援条例推進派が開催する講座・講演会の内容は，文章表現が酷似しており，判別することが困難であることが分かった． | |||||||

| 内容記述 | There is a problem of confusion between learning about child care support and child care support ordinances. It has become a social problem when it was discovered that a cult religion is involved with the promoters of child-rearing support ordinances. As a result, the traditional learning surrounding child-rearing support has been misunderstood. This paper first compares the original law of child-rearing support learning as adult and community education with the child-rearing support ordinances. Second, the philosophy and background of the establishment is reviewed. Third, using Asahikawa City, Hokkaido, as a case study, this paper examines the efforts of proponents and opponents to establish a child-rearing support ordinances. The contents of a lecture on cults given in Asahikawa City is them compared with those of a parenting lecture traditionally given as adult education. The descriptions of both lectures were so similar that it proved difficult to distinguish between them. | |||||||
